The 'Shining' Pokémon used an alternate gold-bordered color palette and a special holofoil, seeded at brutal odds — roughly one per booster box. For many collectors this is the single most desirable vintage Charizard after Base Set, and clean high-grade copies routinely trade for thousands.

What makes a Pokémon card valuable?
Four things do most of the work: scarcity (short print runs, secret rares, and error cards), age (vintage first editions from 1999–2002), condition (a PSA 10 can be worth many times a raw copy), and demand for the Pokémon or artwork. Popular chase Pokémon like Charizard and special illustration rares command a premium on all four counts.
